                                                Comm/Computer Days (1994-2002)

Maj Shea applied for and was accepted to  Officer Candidate School; he entered officer Training at Maxwell AFB on May 4, 1994.   After 3+ months of grueling training, Maj Shea graduated as a Second Lieutenant on Aug 11, 1994.  Maj Shea         Wife to be Kerry pinning "Butter Bars" was reassigned to Air Force Global Weather Center at Offutt AFB near Omaha, Nebraska.  At the Weather Central, Maj Shea was assigned the to the Product improvement Branch in charge of the computer systems. At the near job,  Maj Shea had to learn the Unix Operating system in short order.  Maj Shea started his formal training as a Comm/Computer Officer in Feb 1995 at Keesler AFB near Biloxi Mississippi.  After Comm training,    Graduation from Comm/Computer Officer      Training (first row / fifth from left) Maj Shea went back to Offutt AFB.  Realizing the power of Unix Desktop computers, him and his folks worked to convert the Weather Central's computer systems from Mainframe technology to desktop type computers.  Maj Shea's success with the conversion earned him an Achievement Medal.  Maj Shea also was the only Comm/Computer Officer at the time to work as an overnight duty officer for the Weather Central; Maj Shea got a                  Maj Shea at Mt Haleakala, Hawaii          during visit to Telescope Site test one night when Flight 800 went down and he had to provide the NTSB all the

relevant weather data.  After approx two years on station, Maj Shea was reassigned to Air Force Space Command at Peterson AFB, Colorado Springs as a Wide Area Network Program Manager in 1996.  Maj Shea hit the ground running finalizing the implementation at Diego Garcia of a critical Space Track system; the system tracked space debris and watches for Earth crossing Asteroids and Comets as a                        View of receded glacier near GPS                   site in Thule, Greenland backup.  Maj Shea worked several other high profile space platform projects; he designed the communications  infrastructure for the DMSP--NOAA(Department of Commerce) convergence per Presidential Decision Directive.  The project was completed ahead of time with a $1B annual savings; this initiative was also noted in the USA Today.  Maj Shea also designed an IP infrastructure to use with the GPS Accuracy Improvement Initiative in cooperation with the National Imagery Mapping Agency(NIMA)                        Promotion ceremony to Captain             Mother (Rose Shea)/son left                    wife Kerry right      traveling to South America, Asia and Africa to implement equipment.  As an aside, Maj Shea started a study for the cost of doing communications business with the Defense Information Systems Agency(DISA).  The study transformed into a Masters Degree thesis and a Space Command project netting $500K of savings the first year and $1.2M  of new savings the next Fiscal Year.  Maj Shea study also landed him his new position with DISA-Europe and an assignment to Patch Barracks in Stuttgart, Germany in February 1999.  At DISA-Europe,                       Maj Shea explains communication         efforts to Senator Bob Dole while           on a  visit  to Skopje, Macedonia

Maj Shea started out as a Internet Protocol (IP) Engineer.   In this position, he was in charge of the design and engineering of the European and African military Internet System.  During his year working in IP, Maj Shea made implemented a  $2M infrastructure upgrade proposal doubling the capacity of the military internet system. With thekickoff of the Kosovo crisis, Maj Shea  designed the a communications suite to support operations in Macedonia and Kosovo; Maj Shea personally implemented this communications suite in both these country's supporting approx 10K servicemen.  The communications suite in Pristina, Kosovo was put to almost                          Maj Shea poses with some Kosovo             children during a convoy stop immediate use for Video Teleconferences between the Ambassador and NATO Commander General Wesley Clark.  Maj Shea's next job while in Germany was overseeing the military telephone networks command and control system.  In this position, Maj Shea was in charge of the engineering and operation of the military phone network for Europe and Africa.  Maj Shea started a new initiative to compress the phone circuitry between key European locations; this effort netted $12M savings its first year plus fortuitously making available additional communications just before bombing operations in the Iraqi No-Fly zone with Operation Northern Watch and the kick                              Maj Shea with rest of team outside        DISA-Europe, Stuttgart, Germany          off of the Operation Enduring Freedom Operations just after 9/11; it also netted Maj Shea the Defense Meritorious Service Medal. During this assignment, Maj Shea decided to broaden his career with an assignment in Air Force Accessions and an assignment as an Assistant Professor at the Virginia Military Institute.
